Esther M. Wabuge

Esther is a public health and institutional development specialist with over 20 years of experience strengthening health systems, institutions and leadership across Africa. Her expertise spans regional programme management, universal health coverage, governance, capacity development and multi-stakeholder collaboration. She has coordinated cross-country learning within the Joint Learning Network for Universal Health Coverage, supported national UHC initiatives, served at university council level, and led curriculum, organizational development and partnership initiatives across government, academia and development organizations—bringing a distinctive ability to turn knowledge, policy and collaboration into stronger institutions and sustainable systems.
